Iran’s Judiciary has issued a new directive banning any payment or money transfer in exchange for a “draft real estate contract.” These drafts — classified as preliminary negotiations — carry no legal validity and cannot force the seller to transfer ownership, making early payments extremely risky for buyers.
Under the new rules, real estate agents must:
Inform clients that drafts have no legal effect
Avoid any financial mediation or payment handling
Direct both parties to complete the transaction through official notarized contracts
This directive aims to strengthen transaction security and reduce fraud and illegal practices in the housing market.
